debianイメージではapt installで得られるlibvipsのバージョンが古く、DockerコンテナでEXIF stripが再現しなかった問題について、Ubuntu 24.04(noble)を使うことで解決できるのでそのようにします。
ついでにGoのバージョンも最新に上げます。
