Various updates and fixes to Python scripts and N.I.N.A templates

First release

First release version of the scripts, still a few rough edges, but fit for purpose, at least for the IAS remote observatory.

IAS-astro-python.7z contains all the necessary scripts, "Source" includes more or less the same.
