How to use

Copy (or make a link to) the LaTeX files into your $HOME/texmf/tex/generic/ folder
Copy (or make a link to) the Visual Studio templates into your $HOME/Documents/Visual\ Studio\ 2017/Templates/ProjectTemplates folder
