This pull request implements the same as the #12480 PR, but for PKP 3.5.0-x versions.
However, there's one main difference: in 3.5.0 the compatibility tag is not required to be present in the
version.xmlfiles. If it is present, the same verifications are performed.This pull request addresses a feature requirement described in the issue #7531 and was implemented in the context of the 2026's Plugin Sprint :)
