Gatekeeping for Combiner sample removal

If the wrong cohorts are supplied to this workflows the combiner can accidentally remove a large number of samples from the callset.

Add a gatekeeping method if samples are due to be removed, which will fail the workflow with an informative error message unless a config value is set to confirm
