Looks like there were issues building the driver image from a naked ubuntu base, so we moved to python-3.10. We never upgraded that, so the driver has only ever had Python 3.10

Does this need to be pinned at an upwards version at all? With the python==3.10 pin on the library, we can't even install the package from pypi at higher python versions, so we can't experiment with other versions (unless we build from source out of this repository, which is impractical if we have a number of pipeline repos to test)
