SATYA - National Winner Of RK58 Smart India Hackathon 2020

SATYA is a complete digital solution in order to combat bribery and corruption issues & helps in justice restoration. Time and again we hear about corruption. It is one of the evils that has always kept human beings on their toes. It is everywhere, there is not a place that it hasn’t contaminated yet. We've constantly tried coming up with new ways to put a stop to it but it still prevails. Most of the countries have laws in place to fight it yet it remains one of the major problems affecting the social and economic standing of a country and India is one such country. Despite the presence of strict anti-corruption laws, the problem is still to be solved. India ranked 80 out of the 180 countries being ranked with a score of 41/100 on the Corruption Perception Index in 2019 as released by transparency.org. The country’s relative rank along with its score has improved a lot from what it was 5-6 years ago and that can be attributed to the various measures taken by the government.Yet, we still rank relatively low and are far away from eradicating it completely.

Throughout the years, we’ve seen multiple people being charged with such crimes but most of us have the tendency to ignore it if it is at a smaller scale. And that, there is our problem!!Yes, the problem lies in the detection of such acts at a lower level along with the inability to curb it there. If we try to estimate the amount that goes around at that level, we’re in for a surprise. But the times are changing and people are becoming more aware. But being aware isn’t enough. We still come across such money hungry people who aren’t scared to extend their claws. What we need along with the laws andSATYA

Abstract

Problem statement - Digital solution to combat corruption and justice restoration. Our work is derived from “Satyameva Jayate”, Satya is built on the foundation that every human being has the right to truth.Satya is an end to end online platform comprising 3 layers which aims to make it easier for the general public to make incidents of corruption known.

Existing problems

SATYA offers an end to end solution to combat corruption in India These are problems that we are solving:

1.Considering urban and rural population(network/language barriers).
2.A lot of manual effort is usually put in to collect evidence to fight the case.
3.Usually the person who has filed the complaint has no idea about the status of the complaint.

Proposed Solution

SATYA offers the following solutions:

  1. Seamless reporting of bribes or any other forms of misconduct and mapping these complaints to government officials.
  2. Receive regular updates about the status of your complaint via SMS, Email keeping the person who complained in loop
  3. Post appreciation notes for officials if you think he/she deserves a token of appreciation.
  4. Developed mobile application for convenience and helpline numbers for people in rural areas.
  5. Visualization of state wise statistics of corruption plotted on the Indian map.

Working of proposal




1.Let's say that Arun visited the passport office and he had to pay a bribe of 500 rs to get his Passport work done. Arun is angry but is helpless as he is in a hurry and ends up paying the bribe. Arun is now furious, he decides to write a complaint .

2.Arun has 3 options, he can file a complaint using our website/android app. In case arun is in a rural area where internet connectivity is a problem, he can call our helpline number(this solves the problem of connectivity and language barriers)

3.If Arun uses the site,he can then search for the government official on our site . Our database is designed in such a way that any employee can be found easily as they are grouped based on their department,city and state.

4.He then chooses the employee ,after which we are providing authentication methods using Aadhar card number/PAN/Voter ID after which he writes a complaint against him. This complaint is stored in our database.

5.In the backend, we are using Natural language processing which computes the severity score of each complaint so that we are able to prioritize complaints based on the score.

6.Arun can upload evidence in case he has any , this is optional.

7.We have worked on providing a live broadcast button, in case of Arun ,upon a click of button he can go live while performing a sting operation. This live video would be stored in our DB as a piece of evidence.

We are trying to solve 2 problems here:

1.To give a platform for people to post complaints and try to make it accessible to everyone through various features.

2.Mapping of complaints to the Govt official, we are trying to solve the problem of evidence collection. This allows us to maintain a book of all the complaints against an employee which makes it easier for authorities who would be pursuing the case,this solution reduces their time and effort to collect all employee specific complaints. We are doing the work of ‘book keeping’ of each govt official and thereby reducing hours of manual effort.

SATYA ADMIN

1.Arjun is a Satya admin, his responsibility is to follow up on complaints and take the verification process forward.

2.He calls up and asks Arun,the admin has 2 options , he can file a complaint without a police report (a notification is sent to the police superintendent) or he can file a police report (an E-FIR would be filed on the BRPD FIR Portal).

3.On the call, Arjun may ask for valid proof/evidence from Arun or may ask for an in-person meeting if possible. If Arjun doesn't find the case legitimate or if Arun isn't able to supply him with tacit proof/evidence, he may reject the complaint.

4.The admin can change the status of complaints which will be notified to Arun via SMS and MAIL. Once any action is taken, on the user end of our site , the complainant can check the status of his/her complaint.

Additional features

1.We plan on storing and managing complaints at zilla parishad , state and at central level, so that each section can efficiently manage the incoming complaints rather than storing all complaints at central level.

2.Apart from the site ,we are working on the android application which offers the same services as that of the website

3.There is a huge population that is usually left out, that is the rural areas. The people here might not have the required knowledge to use our SATYA website/connectivity of the internet. So we have proposed a Helpline number solution for them which solves the internet connectivity issues and also the language barrier. They can call up SATYA helpline number and report their incident, this particular recording can be stored as a complaint against the official book that we maintain on the admin site.
