Initial (pre-)release.

This release marks a the cooling (but not quite freezing) of the API and the majority of the internals of this library. Most notably:

• This version has not been tested against the upcoming super-high-new version of SC&MP.
• This version cannot safely write to non-ethernet connection chips at speed using SC&MP 1.33.
