In previous versions of Blacklight, search_state was an optional parameter for the SearchService initializer. However, in Blacklight 9, it is required. See projectblacklight/blacklight#3596

No changes to production code were required to get the tests passing with Blacklight 9! There was one backwards-compatible adjustment to a test setup to accommodate a Blacklight 9 API change.
Also, one of the Rails versions in our test matrix was out of support, so I replaced it with a supported one.
