These were started a long time ago by GuilleW, but stalled out due to maintainer processes not being sorted out quite yet for decaf. 2colours eventually picked the topic up again, when we had more experience landing decaf work, and helped push this to completion. Thank you to both major authors of this work! Updating Pulsar's CHANGELOG.md to credit both people.

Description of the Change
These ppm decaf PRs were originally started a long time ago by GuilleW,
but stalled out due to maintainer processes not being sorted out quite yet for decaf.
2colours eventually picked the topic up again,
when we had more experience landing decaf work,
