scram user creation (Upgrade terraform-provider-kafka to v0.5.3)

We are running our own fork of pulumi-kafka to be able to create Scram user and it's causing some headache.
Ideally, we can use the official provider to achieve that.

I understand that's blocked by #145

But i wonder if this is a real issue at all? We are not able to reproduce ourselves. we have also been using 0.5.3 in prod for managing Kafka creation in other prod workloads for quite some time now.

It would be a huge unblock if pulumi-kafka can support scram user creation.

Hi @seed-doordash - thank you for filing this enhancement request.

As soon as Mongey/terraform-provider-kafka#329 is resolved to our satisfaction (our tests pass), we will resume upgrading. Unfortunately, we do not have the spare engineering cycles to resolve the upstream issue at this time.

If you are not seeing this issue on your end, perhaps you can share which program runs successfully. On our end, creation of a Kafka Topic fails with the same error as described in the upstream issue.

This should be resolved with the next upgrade of the upstream provider.
