Why do I see the text [NEW_IP_HERE] when I test the email or visual notification?

That is a test. Your IP address has not changed. You only have a current one which will be your previous one, once the IP changes. So if you expect to see your next IP address there, you expect IP Monitor to predict the future. That is not currently in the backlog.
