First pass at a Design Doc and Readme for Passport Issuing Office.
I don't intend to take this project or it's documentation over, however I decided I had enough knowledge to kick it off.
Intended to close #48
Some information that I do not have is incomplete, and some information is best knowledge. Design Doc is clearly marked via header in this fashion.
