So this drops Python 3.7. Which means the 3.7 wheel builders can't use it. Should we:

a. Just stay at old version
b. Use a newer Python but build for an ABI target of 3.7 on Linux (we already do so on macOS/Windows)?

I guess I'd be fine building on latest Python with abi3 like we do on the other platforms.
