This is totally optional. If you don't want this it doesn't affect you.
What it does for those that do want it is run the things that you would otherwise sometimes forget to run before you push, then make a PR, then watch GHA kill trees, and fail, and then you have to commit and push again... etc. etc.
Adds pre-commit config (with no preference on which tool to use although I recommend
prek) to run format and translation checks
