For some reason the Windows testing keeps hanging 🫤

@gegen07 Can you set -n 1 here and re-push so that we can determine exactly which test is hanging?

I'm wondering if it might be something similar to #347, which IIRC was the original reason why we went with installing pulp via pip.

I think it is hanging on test_combination_approach of FRLM. This method is dependent on rising_combination which generates combinations for refueling. This sounds weird to me, why COIN_CMD in UNIX-based can solve this problem and windows cannot.
