feat: add oxlint config

This pull request introduces a shared configuration for oxlint @qlik/oxlint-config

• Added a new package with a suite of oxlint config files (recommended.js, react.js, node.js, vitest.js, jest.js) that mirror Qlik's existing ESLint configs, including plugin and rule selections for different project types (React, Node.js, Jest, Vitest).
• Included a detailed README.md explaining usage, migration strategies, rule coverage, and local development/testing workflows.
