Reduce timeout values across master template and pre-merge test suites to accelerate CI feedback cycles. Lower target deployment timeouts from 20/40 minutes to 5 minutes, boot timeout from 15 to 2 minutes, and test timeouts for pre-merge-basic (240→10 min) and pre-merge-bt (30→5 min).

Simplify job timeout calculation by removing conditional lxc_project logic, as reduced timeouts make the distinction unnecessary.

@qcom-anilyada this looks good. Could you generate jobs for the latest passing nightly build and run on all devices? I'm especially interested in testing on RB1 which is at the moment the slowest board that we run pre-merge on. It's also important to run boot test on dragonboards. I'm pretty sure deployment there takes more than 2 minutes.
