This PR updates the stale-issues GitHub workflow to follow OSSOps recommended settings. These changes improve the handling of stale issues and PRs, ensure maintainers are notified when items become stale, and prevent premature closure of active work.

Updates include:

Setting a 30-day threshold for staleness.
Notifying maintainers when issues/PRs become stale.
Preventing automatic closure of stale items.
Remove exemption labels for issues and PRs, as exemptions are only useful when auto‑closing is enabled, and auto‑closing is intentionally disabled.

These changes align this repository's automation behavior with Qualcomm's open-source best practices.
Please feel free to update or tune any of the workflow settings if there are project-specific requirements or preferred defaults.

Summary
This PR updates the stale-issues workflow with OSSOps‑recommended settings. These changes improve stale issue/PR management, ensure team visibility, and align the repository with standard automation practices. Feel free to adjust any of the settings as needed.

Changes included:
Updated to actions/stale@v10 (current major release).
Set 30 days as the default for marking issues/PRs as stale.
Added team mention so the appropriate team is notified when an item becomes stale.
Ensured issues/PRs are not automatically closed (days-before-close: -1).
Enabled automatic removal of the stale label when an item becomes active again.
Preserved existing exemptions (bug, enhancement labels).

Notes:
These updates follow guidance from OSSOps.
Please feel free to tune timeouts, exemptions, or notification settings as needed.
