Adding spec files in rubocop.yml

For those of us who use Rspec instead of minitest, adding the spec/**/* files in rubocop.yml, for them to be consistent with the rest of the rails app.

Hi @nehamand you can do do this locally to merge your changes with omakase:

inherit_gem: { rubocop-rails-omakase: rubocop.yml }

# Overwrite or add rules to create your own house style

inherit_mode:
  merge:
    - Include
    - Exclude

Performance:
  Exclude:

Rails/AssertNot:
  Include:
    - "spec/**/*"

Rails/RefuteMethods:
  Include:

Style/StringLiterals:
  Include:
    - "spec/**/*"
