gym-forest code and data

This contains both the code and data used for the paper, "Automated Quantum Programming via
Reinforcement Learning for Combinatorial Optimization" by McKiernan et al.

The datasets and models are distributed as a tarball with this release. See the readme for installation and usage instructions.
