Add to the GUI, the ability to dynamically select which plugins are used.

Currently, changing plugins are is achieved using the ROS parameter server and plugins are initially slected using godel_robots/abb/godel_irb2400/godel_irb2400_support/config/plugins.yaml.

This issue reflects the dialog from PR #160.
