Add text overlays that display your currently available upgrades for core boat parts

Quick summary:
When you either board your boat or enter the shipyard, the plugin will grab your boat's core parts varbits and display the text overlay indefinitely. When you disembark or leave the shipyard, the overlay persists for a specified amount of minutes configurable in the plugin settings. The default is set to 10 minutes. If you switch to another one of your boats, it updates the text overlay accordingly and when you build one of the pieces being displayed in the overlay, it will remove it from the list. And automatically updates when you level up sailing and unlock something new. Added a config option to hide lower tier parts from the overlay if a higher tier boat part upgrade is available.
