Added new the-translator plugin: v1.0.0

It is a fork of the unmainteined benurau/Runelite-translator-plugin with support for a new language (spanish) on it's v1.0.0.

• NPC dialogues collection will be available on v1.1.0 alongside with support for new languages.

you can just change this one -- update the repo URL but not the commit hash per policy. then you can update your commit hash in a followup PR once this one merges
