This PR moves the code from rust-diplomat/diplomat#499 to a dedicated cli tool

I did a test of trying to pull in the latest diplomat, and managed get the build to fail here https://github.com/rust-diplomat/diplomat-java/actions/runs/10957819599/job/30426744306 I copied that job to .github/workflows/check-diplomat.yml but I'm not sure if I've got the scheduling right.

That was fast! I'm going to merge this to get us started at least.
