This PR moves the code from rust-diplomat/diplomat#499 to a dedicated cli tool
Todos:

• cli for running the java code
• minimal java project à la feature test in diplomat
• ci checks
  • lint
  • gen
  • run java tests
  • schedule check using latest diplomat main on Fridays
• set diplomat dependency to commit after tool-and-c-backend-pub - Make some features of the tool pub for exter… diplomat#694 is merged

I did a test of trying to pull in the latest diplomat, and managed get the build to fail here https://github.com/rust-diplomat/diplomat-java/actions/runs/10957819599/job/30426744306 I copied that job to .github/workflows/check-diplomat.yml but I'm not sure if I've got the scheduling right.
