chore: Remove optional component included and executed from DaC

Changes

• Reduce automation complexity to focus on baseline dependencies and Viya deployment by removing the task tags and capability for DaC to install the following optional components:
  • viya-monitoring
  • cluster-monitoring
  • cluster-logging
