7.14 release

Add the option to listen to healthchecks (tcp) on the statsdbeat. This allows to setup a cluster of machines with a loadbalancer on the UDP traffic. This facilitates a rolling update without the services takes offline if you have at least one server healthy

This beat is compatible with elastic version 7.14
