feat: remove portal web from azure cnab bundle

After trying to configure the marketplace UI to allow users to create databases and redis, when I ran a cpa verify it said it can only be used to create a k8s extension (the package) and at most it can create a brand new AKS cluster, but not other resources: this means users will need to provide credentials to databases and redis clusters they'll need to set up manually. We'll need to prepare documentation for that, and probably link it in the UI in a message box in a future re-release of the marketplace bundle package.
