Add `when` field to one-time tasks for execution timing control #64

One-time tasks could only execute at deployment end. Users need tasks that run early (pre-deployment validation, backups) and late (notifications, cleanup).

Changes

Core:

Added OneTimeTask struct with when field (first|last, defaults to last)
ConfigFactory parses optional when field from YAML
OneTimeTasks::execute() accepts $when parameter to filter by timing
UpgradeManager calls tasks twice: after pre-update hook (first), before post-update hook (last)

Tests:

Added tests for timing-based filtering and config parsing
Updated existing tests for new struct-based storage

Usage

deployment:

Execution Order

Pre-update hook
  → Tasks with when: first
Maintenance mode + system updates
Theme compilation
  → Tasks with when: last (default)
Post-update hook

Backward compatible: existing tasks without when default to last.
