  1. Compare files using normalize for non-ascii chars

    When filenames can contain non-ascii characters, make sure to
    normalize each part of the comparison.
    
    This happened when usfm files had non-ascii characters and they
    are split up into multiple chucks and we have to combine them back
    together.
