Feat 222 migrate LD home/welcome/help page info #269

Closes #222

Migrates/adds a welcome message on the login page (including some fancy icons 🤩) with a redesign of the page itself
Adds some tidbits/suggestions on the create-project page
Migrates/adds info in the GET PROJECT modal/dialog for how to get a project into FLEx (perhaps later we'll put more effort into more product-specific instructions 🤷)
