Updates `mnist_training.ipynb` to:
* use the `iree.compiler.tf` and `iree.runtime` APIs instead of `iree.tf.support`
* remove unused imports and the absl flag hack
* reflect the 28x inference speed-up and 15x training speed-up on x86 CPU since January
