Addresses an issue where the com.apple.CoreGlyphs bundle may fail to load in edge cases, e.g. when the phone is locked, leaving us unable to read the plist files.
This adds a local cache of the plist files in Application Support that we fall back to when the bundle is unavailable. The cache is updated in the background whenever we successfully read from the bundle.
