   This change adds support for passing iceberg config to write_pandas. This allows write_pandas to auto create iceberg tables when needed.

As part of this ticket I also refactored a lot of the existing iceberg tests to use better logic for detecting if iceberg and structured types is supported. The logic now matches snowpark-pythons logic for detecting those features.
