using otel.metrics.autodiscovery.prefix (default k8s.)

• Istio metrics that are created from original ones keep k8s. as those metrics are required for topology view
• etcd and kube-controller-manager metrics are scraped independently on autodiscovery.
• There is list of required metrics, that will always have k8s. prefix. If autodiscovery prefix differs from k8s. those metrics are copied.
