This PR does the following:

  1. Adds explicit code to make it possible to download old MeSH data
  2. Updates MeSH processing code to deterministically sort various parts of the output
  3. Rebuilds MeSH 2022

This is all in preparation for updating to the latest MeSH 2024 data. One question is whether we should not update the pubchem-mesh mappings, since that data is not versioned.
