  1. (You can skip this step if you already have access to a Docker daemon and a Docker registry.) Run Docker on a GCE Container optimized VM

  2. Build Docker image using spinnaker/rosco artifacts

  3. Launch spinnaker/rosco containers tasked with employing Packer to produce vm and docker images
