feat: Implement Notification Panel on Dashboard

Description

This PR introduces the Notification Panel for the dashboard, triggered by the bell icon. The implementation follows the Figma design and adheres to existing UI/UX guidelines.

Also I noticed in your recording some of the notifications have a colored left border, can you take that out as well please, thanks.
