This PR adds the web editor for metadata (#2229 Document Metadata)

The metadata is in a separate Tab in the Document Config:

While there, I also implemented the REQ_PREFIX field.

The Docker Build has failed, but somehow hangs. How can I cancel the CI run?

Great stuff. I tested my documents to work against your branch.

I will rename Add New Metadata Value to European capitalization, e.g., Add new metadata value, with a separate PR to not torture the CI more than needed. Also REQ_PREFIX will very soon be migrated/aliased to just PREFIX as we could have arbitrary Nodes, not only Requirements. Note that the GrammarElement grammar already implements PREFIX, not REQ_PREFIX. I will take care of this with a separate PR.
