Fix release workflow artifact glob pattern for binary uploads

The release workflow failed to attach binaries with error Pattern 'artifacts/**/*.exe' does not match any files. The download-artifact@v4 action creates subdirectories per artifact (artifacts/win-witr-x64/win-witr-x64.exe), but action-gh-release@v2 doesn't properly match the nested glob pattern.

Changes

• Added artifact flattening step: Moves all .exe files from subdirectories to artifacts/ root before release creation
• Updated glob pattern: Changed artifacts/**/*.exe → artifacts/*.exe to match flattened structure
