This allows us to account for new admintools tagging format.
What was changed
Add a TEMPORAL_ADMINTOOLS_VERSION env variable to track admintools version separately from Temporal version, like we do for the UI.
Why?
Admintools images are no longer tagged with just the Temporal release version, which broke the assumption in the docker files.
