fix: Vale linter, npm prettier in dev container and CI workflow

Description

This change ensures that Vale is actually running when people use npm run prose:check and that it is part of the CI workflow (at this stage, just to check for errors in the prose)

How Has This Been Tested?

Tested workflow with a pass on the development branch.
