Adding terraform to the docker-mvn container used by the TRDM lambda function. This is to support using terraform to reapply plans with a version variable passed in via AWS SSM param store.
The plan is to have the release script found here push the zip file to GitHub and the S3 bucket, and then reapply the terraform plan for stg/prd. The terraform repo will be updated with steps to pull the version from the param store for the S3 key, and the trdm lambda repo will update the param store for the environment as it deploys
