[FIX] Draw highways/streets over paths in VTM theme #250

Move the drawing of highways and streets below the ones for paths, so that streets are drawn over paths. Otherwise, paths will often start or end inside of streets, which looks weird.

moves the drawing of highways and streets below the ones for paths, so that streets are drawn over paths.
Considerations and implementations
If paths are drawn after highways/streets, they can considerably reach into them, which looks just plain weird.
