Replace dependency on example42/network with voxpopuli/network?

We are currently trying to drop example42/puppet-network, as it has been archived by the owner and is accumulating issues, for example it tries to use ifup / ifdown on RockyLinux or RedHat 9, as it matches against the OS name and explicit version.

The recommended replacement seems to be voxpopuli/puppet-network, which has been mostly dead a few years ago (probably the reason for #19 ?), but has come back alive in the last 1-2 years and seems well-maintained now.
