Adds the
multisigmareweighting option, for example getting event weights for the [-3, -2, -1, 0, 1, 2, 3] sigma variations of a specific knob, to be used when generating spline systematics (as a potential alternative to covariance matrix systematics). This adds the same functionality as in SBNcode, with an example SBNcode fhicl.
Developed alongside ubana PR 80.
Does not work for PrimaryHadronSWCentralSplineVariationWeightCalc systematics, which sample from a HARP 78x78 covariance matrix.
