feat(quickstart): scaffold 10-minute demo workflow

What this PR does / why we need it:

• adds quickstart.sh and quick-eval.sh scripts to automate dependency checks, model downloads, router startup, and a minimal evaluation pass.
• Introduces config-quickstart.yaml, trimmed sample datasets, and documentation so newcomers can validate the router in ~10 minutes.
• Seeds the templates directory and quickstart README to prepare for follow-up reporting and automation work.
