Sends API based metrics to datadog. Success/failure, count, duration are the metrics in there so far. Only enabled for what I think are the more major apis at the moment, proposals/votes/voting power/delegates/delegations.
Toggled with an environment variable so that we can control the rollout. I think just enabling on some previews first is the way to start.
