This can be used to find how long the certs are valid for, or to exit with an error code if they expire inside a given interval.
This files an issue automatically if the certificates expire in 120 days or less. Issues will be filed once a week until the problem is fixed. This is to avoid a repeat of the recent issue where the PR to update the certificates didn't get merged until one week before expiry, which caused some downstream pain (and narrowly avoided more downstream pain).
