Add comprehensive English README translation

The repository only had an outdated English README with basic build instructions. Added complete English translation of the Chinese README to make the project accessible to international users.

Changes

• Replaced readme_en.md with full translation covering:

  • Installation (binary, HomeBrew)
  • Multi-cloud configuration (AWS, Alibaba Cloud, Tencent Cloud)
  • Docker-like CLI commands (run, exec, cp, ps, etc.)
  • Compose orchestration with complete YAML example
  • Terraform cache/acceleration setup
  • Project architecture and design

• Fixed terminology: "ready-to-eat meals" → "ready-to-use templates"

• Fixed file path: /.terraformrc → ~/.terraformrc

The English README now matches the Chinese version in content and structure.
